Over the top goes a Tots Bots cover. These are made of breathable PUL or fleece, which let air circulate but do not allow moisture out. Soft bindings at the leg are kind to soft and sensitive skin, and the easy-to-use Aplix fastenings provide excellent adjustability over a wide weight range.
